(Left to right) Dr. Flo E. Ellers,
(Tlingit/Cherokee Tribes) author of the “Proclamation of Forgiveness”;
Rev. Dewey Kirstein, III, (Cherokee) ordained with Goshen Ministries,
Inc.; Rev. M. George Kallappa, Sr., (Makah Tribe), Superintendent of the
American Indian Fellowship of the NW Ministry Network of the Assemblies
of God; Chief G. Anne Richardson, Chief of the Rappahannock Tribe of the
Powhatan Nations of Virginia; Mr. Ruben Barrales, Deputy Assistant to
President Bush and Director of Intergovernmental Affairs; Rev. Linda S.
Doxtator (Cherokee); Rev. Ivan Doxtator (Oneida of the Iroquois
Confederacy); Bishop Glen W. Anniskette, (Tlingit Tribe), Bishop in
Church of God, Cleveland, TN.
Rev. G. Anne Richardson, Chief of the Rappahannock
Tribe of the Powhatans is a group of eight state recognized tribes
descending from those natives who first met Capt. John Smith in 1607,
negotiated treaties with the King of England, and helped the first
permanent English settlement survive in America.
Rev. Ivan Doxtator is Oneida from the Iroquois
Confederacy. The Oneida were the first allies ever of the United
States. It was the Oneida warriors and their women that broke through
British lines at Valley Forge and took supplies to George Washington and
his troops.
The Great Law of the Iroquois Confederacy was the
model for the Declaration of Independence and the young American
Government. The Iroquois were present in 1776 at the development and
signing of this historic document. Therefore, as a representative of
his tribe, Rev. Doxtator carries much authority in the heavenlies to
release this forgiveness.
History of the “Proclamation of Forgiveness”: Dr.
Flo Ellers was asked to be the Native American Indian Representative
during the “2nd Washington for Jesus” rally in 1996 where
500,000 Christians from across the United States gathered at the
Washington Mall in WA. D. C. to pray for this nation.
As she was in prayer for her 10-minute time
allotment to address the nation from the Washington Mall grounds, she
was moved upon by the Holy Spirit and wrote under His inspiration the
words to the “Proclamation of Forgiveness”. [See attachment 2]
Approximately a year ago, Flo once again sensed she
was to try a second time to present the “Proclamation” to now elected
President Bush. After nine years of trying to get a presidential
appointment, Dr. Ellers, along with the help of State Senator Greenleaf
of Pennsylvania got an appointment not with Pres. Bush but with his
deputy assistant, Mr. Ruben Barrales, Director of Intergovernmental
Affairs. The meeting was set for October 4, 2005, which fell on the
Jewish holiday of Rosh HaShanah. She with her team of six other First
Nations Christian leaders met with Mr. Barrales at 10am.
Each team member was given five minutes to present
their words for the President along with their Native gifts. Each
member spoke with dignity as they made their presentations to Mr.
Barrales as he respectfully listened to them and accepted each gift with
grace.
When Flo Ellers spoke, she stood up at the
direction of the Lord and addressed Mr. Barrales with great honor. She
thanked him for meeting with them and then said to him, “You are sitting
in proxy for our nation’s ‘Chief’ so I will address you as if you were
the President of our nation. Our team represents the Native Christian
community and we have come here to declare forgiveness on behalf of our
people in the Name of Jesus.”
When Dr. Ellers read the “Proclamation of
Forgiveness” she spoke with authority but began to lose composure as she
got to the part in the Proclamation where it says in Paragraph Nine,
“Instead you force-marched them onto reservations and all their dignity
was stripped from them—all hope for a future was gone.” But the last
paragraph was delivered with renewed strength as she looked into the
eyes of Mr. Barrales and asked, “We believe if you will ACCEPT this
Proclamation of Forgiveness we will see and experience a mighty
outpouring of God’s Presence that will affect all of the United States
and then we will truly be ONE NATION UNDER GOD.”
Flo then presented the properly framed document to
Mr. Barrales who was visibly shaken by this prophetic act. His eyes
were glistening with tears and he said, “Oh, you have had it framed for
the President? I am impressed.” He then asked her if he could give her
a hug.
Dr. Ellers then concluded her remarks by asking the
group to hold hands as a symbol of their unity and Mr. Barrales grabbed
her hand with great firmness as she prayed for President Bush to be
released further into his godly destiny and for a deeper impartation of
Godly wisdom for him; and for the grace and the peace of the Lord to be
multiplied upon his life. She then declared, as a representative of the
host people of this nation, that the curse be broken off this nation and
asked the heavenly Father to roll back the reproach and to once again
bless America. She rehearsed back to the Lord what His Word declares in
John 20:21-23 which says, “As the Father has sent Me, I also send you…
[and] if you forgive the sins of any, they are forgiven them…” She
declared with apostolic authority, “We now forgive the United States
government for what they have done to us” and she asked the Lord to now
release the goodness of the Lord upon America for the Word declares in
Rom 2:4 that the “…goodness of the Lord leads to repentance” and
concluded by asking the Lord of the Harvest to release laborers onto the
reservations, the cities and upon the entire nation so that we might see
a mighty revival in the land.”
The atmosphere was charged with the Presence of the
Lord as Mr. Barrales responded by thanking each of us for our words and
for the Proclamation. He asked us for our business cards and said he
would be corresponding with us for future involvement. A new era has
begun between the tribal governments and the government of the United
States.
For the group of seven Native Americans, it was a
most moving moment forever etched in their memories for no other band of
Indian Leaders have ever gone to the White House to address the Nation’s
Chief and say to him, “We forgive you for what you have done to us in
the past!”. Each leader presented his/her words and Native gifts but
the greatest gift presented that day of Oct. 4th was the
“gift of forgiveness”.
Heaven has declared this historic declaration and
the fruit of it will be the salvation of many souls and who knows,
perhaps it will help to release the third great awakening in our nation.

After the
meeting with Mr. Barrales, the team of seven was escorted to the “Treaty
Room” on the fourth floor of the Eisenhower Building and they each
prayed in their own way for the 372 broken treaties between the Red Man
and the US Government. Truly a new era has begun in the relationship
between these heads of nations.

To all ~ A
confirmation of the Holy Spirit's direction.
Last May 2005, we sent a Glory Ring to Cheryl Wallace in Marysville, WA,
USA. Cheryl was directed by the Holy Spirit to give the Glory Ring to
Flo Ellers, Aberdeen, WA, USA. We made the Glory Ring for the Tulalip
Tribe as a replacement to a Glory Ring that was lost in the postal
service in December 2001. Cheryl found our web site and emailed me from
Marysville, WA inquiring about the possibility of a Glory Ring. Laurie
emailed me from Kingsport, Tennessee letting me know that she had begun
a Glory Ring about 'Rivers'....so she sent it to me, I added my portion
and the LORD had HIS way. Glory to HIS Holy Name! As per usual the Glory
Ring is a prophetic song in color, an intercessory worship instrument
preparing the way for the will of GOD to come forth on earth.
